Christopher P. Chapman
President and Chief Executive Officer

Christopher P. Chapman has served as president and chief executive officer of Access Group since January 2008. Chris currently serves as a Director of the Board for the Education Finance Council and a member of the Executive Committee of the Delaware Business Roundtable. He was appointed to the Access Group Board of Directors in March 2012.

Chris has brought a wealth of experience to Access Group, having served as the president and chief executive officer of ALL Student Loan, a California-based nonprofit student loan provider from 2001 to 2007. Earlier, he served as vice president of Student Loan Funding Resources, a student loan originator and secondary market, and as director of its joint venture loan servicing company, Intuition Holdings, Inc. From 1999–2000, Chris was a senior attorney with the law firm Calfee, Halter & Griswold, LLP, working in their corporate, public finance and higher education practice areas and providing general counsel to both nonprofit and for-profit entities. He also served as special assistant and policy counsel to two members of Congress.

Chris received a B.A. in political science from Xavier University, a J.D. from the University of Cincinnati College of Law, and a post-baccalaureate Certificate in Finance and Accounting from the University of Pennsylvania Wharton School of Business. Chris is admitted to the Ohio and District of Columbia Bars.

Jean M Francois
Senior Vice President, Loan Operations

Jean M. Francois serves as Access Group’s Senior Vice President, Loan Operations. She has been with the company since 1990. Her current responsibilities include providing loan servicing and compliance oversight for Access Group’s loan portfolio. Previously, she provided strategic direction and oversight for all loan originations and servicing operations, including loan operations compliance, and customer service. She has served as a member of the National Council of Higher Education Loan Program (NCHELP) Operations Committee. Prior to joining Access Group, Jean worked for Law School Admission Council in their financial aid services division. Jean earned her B.A. from La Salle University.

Mary Chan
Vice President, Information and Data Management

Mary Chan is Access Group’s vice president of Information Technology. Mary joined Access Group in October 2005. She is currently responsible for data management, information security, business continuity and technical compliance.

Prior to joining Access Group, Mary held positions in data management, application development, infrastructure, vendor management and knowledge management in JP Morgan, Bank One, and I4 Commerce (Bill Me Later). In addition to over 20 years of technology management experiences in the financial services industry, Mary also has international experiences and serves as a volunteer in the Peace Corps and other international consulting projects.

She holds a M.B.A from University of Southern California and BS in Accounting, National Cheng Kung University, Taiwan.

Keith Coughey
Vice President, Risk Management

Keith Coughey is Access Group’s vice president of risk management. Keith has been with Access Group since 2007. His responsibilities include credit risk policy for origination and servicing, the collection and recovery functions, and financial planning and analysis.

Prior to Access Group, he managed the overall relationship of FICO with two of its largest clients, the home equity origination and non-first-mortgage servicing business of GMAC Mortgage, and at various times the Credit Card line-of-business and Eastern Consumer Loan Center for PNC Bank. He chairs the board of Neighborhood Health Agencies, which provides in-home nursing and hospice services throughout Chester County, Pennsylvania. He is a past chair of the American Bankers Association Bank Card Executive Committee.

Keith holds a B.S. in psychology from Bucknell University, an M.B.A. from the University of Pittsburgh, and a Graduate Certificate in Applied Statistics from Penn State.

Paul G. Quigley
Vice President, Portfolio Management

Paul G. Quigley is vice president of portfolio management. He is responsible for Access Group’s securitization, warehouse lending, and investor reporting.

Prior to joining Access Group in 2002, Paul spent over a year at DVI, Inc., serving as securitization manager and treasurer for the Latin American division. Also, he was employed by De Lage Landen Financial Services for fifteen years and held several operations, credit, and treasury positions.

Paul holds a B.A. in economics and English, as well as an M.B.A. in finance, both from St. Joseph’s University in Philadelphia, Pennsylvania.

Richard T. Sultzer
Vice President and Controller

Richard T. Sultzer serves as vice president and controller for Access Group. Rick has been with Access Group since 2007 and is responsible for the organization’s accounting, payroll, accounts receivable and payable, cash management, budgeting, cost accounting, management and financial reporting, and tax returns and governmental reporting functions.

Prior to joining Access Group, Rick was the director of strategic planning and product management for GMAC Bank. In this role, he provided leadership over multiple areas of the bank. He also served as vice president at Advanta Business Services, vice president and controller at CoreStates Bank of Delaware, and held positions at Discover Card Services, Inc. and Ernst & Young.

Rick is a certified public accountant and a member of the American Institute of Certified Public Accountants, the Pennsylvania Institute of Certified Public Accountants, and Financial Executives International. Rick earned a B.A. in economics from St. Lawrence University and a M.B.A. in finance and accounting from Duke University Fuqua School of Business.
